1. Purpose. This instruction implements reference (a) for the delivery of Religious Ministry
(RM) within the Navy. This is a complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 1730.1E.
3. Scope and Applicability. This instruction applies to all active and reserve Navy commands
and units and to Navy chaplains and Religious Program Specialists (RP) when assigned to Navy
units.
4. Amplifying Guidance.
a. Core Competencies. Provision, Facilitation, Care and Advisement are the basic building
blocks for the delivery of RM within the Navy (references (a) and (b)). RM describes the art of
combining these four core competencies to create, increase and sustain the Spiritual Readiness of
authorized users. The delivery of RM within the Navy must be executed per the guidelines set
forth in reference (a).
b. Professional Naval Chaplaincy (PNC). According to reference (a), “PNC is the system
by which RM is delivered by the Chaplain Corps (CHC). PNC focuses on the capabilities and
capacities of the CHC while RM focuses on matching the competencies of chaplains to the
specific needs of authorized users.” PNC is further defined in references (a) and (b).
