Ships
1. Purpose. To issue the required operational capabilities
(ROC) and the projected operational environment (POE) for dock
landing (LSD) 41 (WHIDBEY ISLAND and Cargo Variant) class ships.
This instruction is being reissued with a new date, updated
version and signature authority to meet the Chief of Naval
Operations’ age requirement for the Office of the Chief of Naval
Operations (OPNAV) instructions.
2. Cancellation. OPNAVINST )3501.30D.
3. Discussion. Enclosures (1) and (2) have been prepared
pursuant to reference (a). The ROC and POE provide the
necessary details to describe the mission areas, environment,
and operational capabilities for which the LSD 41 class was
designed and organized as required per reference (a). This
instruction provides resource agencies information concerning
LSD 41 class mission requirements, capabilities, and the types
and locations of expected operations. Together, the ROC and POE
establish tasking that produces a measurable workload used to
compute manpower requirements for ship manpower documents.
Enclosure (2) will be used to determine specific mission area M-
ratings reported under reference (b).
