Subj: FEDERAL AVIATION ADMINISTRATION ORDER JO 7610.4 SPECIAL
OPERATIONS
1. Purpose. To establish policy and procedures for the use of the Federal Aviation
Administration (FAA) order (FAAO) JO 7610.4 to the Department of the Navy (DON). This
instruction is being reissued with a new date, updated version and signature authority to meet
Chief of Naval Operation’s age requirement for Office of the Chief of Naval Operations
instructions.
2. Cancellation. OPNAVINST 3722.33D.
3. Background. FAAO JO 7610.4 specifies procedures for aircrew and air traffic control
planning, coordination, and services during defense activities and special operations. The
procedures contained in this order are jointly coordinated between the FAA and the DON.
4. Scope and Applicability. The procedures contained within FAAO JO 7610.4 apply to all
activities conducted in delegated airspace or under the control of the FAA.
5. Policy. DON personnel are required to be familiar with the provisions of FAAO JO 7610.4
which pertain to their operational responsibilities. Although every effort has been made to
prescribe complete procedures for these activities, it is impossible to provide them to cover every
circumstance. Therefore, when a situation arises for which no specific procedure is covered in
FAAO JO 7610.4, personnel will exercise their best judgment.
6. Action
a. DON activities will comply with the provisions of FAAO JO 7610.4 when conducting
special military operations.
b. Reference this instruction in communications to DON activities and reference the FAAO
in communications with non-DON addressees.
7. Records Management. Records created as a result of this instruction, regardless of media and
format, must be managed per Secretary of the Navy Manual (SECNAV) 5210.1 of January 2012.
