1. Purpose. To designate ships, afloat staffs and units, which qualify as unusually arduous sea
duty pursuant with reference (a) for purposes of determining travel and transportation allowances
under reference (b). This revision updates units designated in enclosure (1).
2. Cancellation. OPNAVINST 4650.17.
3. Per Diem, Travel and Transportation Allowance Committee (PDTATAC) Review. This
instruction has been reviewed by the PDTATAC staff in line with DoD Instruction 5154.31
Volume 5, 16 October 2015, as PDTATAC Case RR17031.
4. Scope and Applicability. This instruction applies to Navy members assigned to units
designated as unusually arduous sea duty according to references (a) through (d). Personnel
assigned to units that are not listed in enclosure (1) of this instruction are not entitled to these
allowances.
5. Background. Members assigned to unaccompanied overseas duty, whether on sea duty or
shore duty, are authorized dependent travel and transportation allowances and permanent change
of station (PCS) household goods (HHG) weight allowances to a location they may designate
under the provisions of reference (b) by virtue of the duty being overseas. Members reassigned
from such duty are authorized dependent travel and transportation allowances from the
designated location to the new duty station. Members assigned to sea duty in ships, afloat staffs
and units which the Secretary of the Navy (SECNAV) designates as unusually arduous sea duty
are authorized the same transportation allowances. Unusually arduous sea duty for these
purposes is sea duty in afloat units with expected absences from their assigned homeports for the
major portion of the sea duty assignment.
6. Policy. Sea duty in ships, afloat staffs and units designated for career sea pay in reference (c)
may be designated unusually arduous sea duty in enclosure (1) of this instruction.
