Purpose.
To

policy
for
reporting
of
cryptographic
modernization
status
,
per
reference
{a ) ,
and
to
facilitate:

Planning,
programming,
budgeting
,
and
execution
for
modern
c
ryptographi
c
products
to
protect
classified
information
processed
and
transmitted
over
national
security
systems.
b.
Monitoring
of
cryptographic
product
and
system
implementations,
transitions,
and
fielding
across
all
Navy
programs
of
record
(
POR
) .
This
will
enable
complete
visibility
into
Navy' s
cryptog
r
aphic
modernizati
on
status,
identify
deficiencies
,
and
evaluate
risks
and
implications
to
operatio
nal
forces
and
missions.

Background
a.
Reference
(a)
provides
policy
and
guidance
for
planning
,
programming,
and
implementing
the
modernization
of
cryptographic
products
certified
by t
he
National
Security
Agency
(
NSA)
and
held
by
Department
of
Defense
components.
b.
Reference
(b )
establishes
program
executive
office
(PEO)
for
command,
control
,
communications,
computers
and
intelligence
to
serve
as
the
Navy
' s
information
assurance
(IA)
acquisition
program
manager
and
overall
systems
engineering
lead
and
as
Navy' s
lead
on
joint
and
coalition
interoperability
of
IA
capabilities
.
It
also
designates
Program
Manager
Navy
Information
and
cyber
Security
Office
(
PMW
130
)
as
the
Cryptographic
Modernization
Program
Office
(CMPO)
and
directs
the
CMPO
t o
serve
as
Navy' s c
ommun
i
ca
t
ions
security
(COMSEC
)
systems
technical
lead
and
acquisition
authority.
