This instruction implements Air Force Policy Directive (AFPD) 16-10, Modeling and Simulation.
It provides guidance and procedures for managing, developing and fielding operational training
systems. This publication applies to Air Force organizations at all Echelons including Air Force
Reserve Command (AFRC) and Air National Guard (ANG). While the Joint Program Office
(JPO) retains control of F-35 operational training systems, this instruction is not applicable to F-
35 systems, to include roles and responsibilities and reporting procedures with the exception of
operational training system reporting procedures contained in this Air Force Instruction (AFI).
Conflicts between this instruction and JPO direction will be reconciled by the F-35 Integration
Office (AF/IO), ACC (Lead Command), and the JPO. In the event of conflict with other
instructions, refer to AFI 33-360, Publications and Forms Management. The authorities to waive
wing or unit level requirements in this publication are identified with a Tier number (“T-0, T-1, T-
