
The electromagnetic spectrum is becoming
increasingly contested by commercial
demands and adversary capabilities. New joint
doctrine for Joint Electromagnetic Spectrum
Management Operations (JEMSMO) captures
the current best joint operating practices.
Important new material includes:
• JEMSMO includes planning, coordinating,
and managing joint use of the EMS through
operational, engineering, and administrative
procedures (p. I-5)
o The primary goal of JEMSMO is to
enable EMS-dependent capabilities and
systems to perform their functions…
