Purpose: In accordance with the authority in DoD Directive (DoDD) 5144.02, this issuance establishes
policy, assigns responsibilities, and authorizes a process for identifying, developing, adopting,
establishing, prescribing, and publishing technical standards for DoD information technology (IT) in
accordance with the guidance in DoDD 8000.01 and pursuant to Sections 142, 2223(a)(3), and 2224 of
Title 10, United States Code (U.S.C.). These technical standards:
• Include national security systems (NSS) and defense business systems (DBS).
• Enable interoperability, information sharing, reuse, portability, innovation, and cybersecurity.
