Subj: NAVY ENLISTED WARFARE QUALIFICATION PROGRAMS
1. Purpose. To issue basic overarching requirements for the qualification and designation of all
enlisted warfare programs. This revision changes the diving warfare title from “diving and
salvage warfare specialist” to “diving warfare specialist” to align with Navy Expeditionary
Combat Command’s (COMNAVEXPDCMBTCOM) program of the same name.
2. Cancellation. OPNAVINST 1414.9B.
3. Scope and Applicability. The provisions of this instruction are applicable throughout the
U.S. Navy.
4. Discussion. Attainment of any warfare designation signifies that a Sailor has achieved a
level of excellence and proficiency in that specific warfare program.
5. Requirements
a. The warfare qualification programs and the listed corresponding sponsors in
subparagraphs 5a(1) through 5a(11) are in effect. Authority to establish additional programs
remains with the Chief of Naval Operations.
(1) Aviation warfare specialist–Commander, Naval Air Forces.
(2) Diving warfare specialist–COMNAVEXPDCMBTCOM.
(3) Expeditionary warfare specialist–COMNAVEXPDCMBTCOM.
(4) Explosive ordnance disposal warfare specialist–COMNAVEXPDCMBTCOM.
(5) Fleet marine forces warfare specialist–Surgeon General of the Navy (CNO
(N093)).
(6) Information warfare specialist–Commander, Naval Information Forces.
(7) SEAL–Commander, Naval Special Warfare Command
(COMNAVSPECWARCOM).
