Program Manual
1. Purpose. To assign responsibilities and establish minimum
standards for training, certifying, qualifying and evaluating
United States Navy personnel and other personnel to control
close air support (CAS) missions as joint terminal attack
controller (JTAC).
2. Background
a. Per reference (a), a JTAC is a qualified Service Member
who, from a forward position, directs the action of combat
aircraft engaged in CAS and other offensive air operations. A
qualified and current JTAC will be recognized across the
Department of Defense as capable and authorized to perform
terminal attack control.
b. The United States Navy has a distinguished history of
projecting power ashore through offensive air operations. The
complexities of joint combat operations have required Navy
personnel to achieve and maintain JTAC proficiency through other
Services and United States Special Operations Command (USSOCOM).
As the Navy solidifies expeditionary warfare capabilities for
joint combat operations, it is necessary to codify training and
procedures under the Navy JTAC program established herein to
ensure Navy personnel meet the standards in reference (b) and
this instruction.
