1. Purpose. To issue procedures for recognizing Chief of Naval
Operations (CNO) distinguished Midshipmen graduates. This
instruction was updated with new organizational code, Director,
Total Force Manpower, Training and Education Requirements
Division (OPNAV N12).
2. Cancellation. OPNAVINST 1520.38.
3. Background
a. The CNO Distinguished Midshipmen Graduates Program was
established to honor those United States Naval Academy (USNA),
Navy Reserve Officer Training Corps (NROTC), Merchant Marine
Reserve, and United States Navy Reserve Midshipmen who
demonstrate the highest standards of leadership, scholarship,
and military performance. The number of Midshipmen selected
annually for recognition under this program is limited to:

United States Merchant Marine Academy 1
California Maritime Academy 1
Great Lakes Maritime Academy 1
Massachusetts Maritime Academy 1
Texas A&M University at Galveston 1
b. Honorees must be qualified for commissioning during the
calendar year of selection.
