Subj: NOMINATIONS TO THE UNITED STATES NAVAL ACADEMY FOR CHILDREN
OF MEMBERS OF THE ARMED FORCES, INCLUDING RESERVES, ACTIVE,
RETIRED, DISABLED OR DECEASED
1. Purpose. To provide information concerning opportunities available to children of members
of the Military Services, including the Reserve Components, for nomination to the United States
Naval Academy (USNA). This instruction is being reissued in order to update USNA
application information. This instruction is a complete revision and should be reviewed in its
entirety.
2. Cancellation. OPNAVINST 1531.5D.
3. Scope and Applicability. This instruction applies to all children of members of the Military
Services, including reserves, active, retired, disabled or deceased, who are submitting
nominations to USNA.
4. Background. Under section 8454, Title 10, U.S. Code (U.S.C.), children of members of the
Military Services, including the Reserve Component, may be appointed to the USNA from the
categories in subparagraphs 4a through 4c.
a. An unlimited number of Presidential nominations are available for children and legally
adopted children of career officer and enlisted personnel of the Military Services, active and
reserve, including Navy, Marine Corps, Army, Air Force, and Coast Guard. One hundred
candidates may be appointed with Presidential nominations each year. To qualify for a
Presidential nomination, the applicant must be the child of a member of the Military Services
who:
(1) is on active duty (other than for training) and who has served continuously on active
duty for at least 8 years.
(2) is, or died while he or she was, retired with pay or granted retired or retainer pay,
other than those granted retired pay under section 1331 of Title 10, U.S.C.
(3) is serving as a member of a Reserve Component and is credited with at least 8 years
of service computed under section 12733 of Title 10, U.S.C.
