1. Purpose.
a. To delineate the roles and concepts of operations for Office of the Chief of Naval
Operations (OPNAV), Operations and Information Branch (N30) and to outline internal and
external organizational relationships.
b. To describe the duties and responsibilities of OPNAV N30 watch standers and direct-
support personnel, including Reserve personnel.
c. To provide access guidelines for the National Military Command Center (NMCC) and
Resource and Situation Awareness Center (RSAC).
d. To disestablish the standing Navy crisis action team to reflect the OPNAV staff
reductions.
e. This instruction is a substantial revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 1601.10D and OPNAV 5521/450 OPNAV N3IPS RSAC VTC
Request.
3. Scope and Applicability. This instruction applies directly to the OPNAV staff and is
pertinent for understanding to Navy echelon 2 staffs. Guidance contained herein pertains to
Navy echelon 2 commands and Navy Operations Center (NOC) relationship and reporting
requirements in addition to OPNAV N30 functions and responsibilities
