1. Purpose
a. To issue guidance for the use of units and personnel of the Navy in civil-military
innovative readiness training (IRT) activities that result in support and services for eligible
organizations and activities outside the Department of Defense (DoD), which are not otherwise
prohibited by law.
b. This revision incorporates additional guidance from the IRT program procedures and
guiding principles outlined in the Office of Assistant Secretary of Defense (OASD)
memorandum of 20 April 2016; clarifies command responsibilities; incorporates additional
references; and adds a list of acronyms as enclosure (1).
2. Cancellation. OPNAVINST 1571.1B.
3. Applicability. This instruction applies to all active and Reserve Navy commands, activities,
units, and personnel.
