Subj: OUTSTANDING ENLISTED AIDE OF THE YEAR PROGRAM
Encl: (1) Enlisted Aide of the Year Nomination Format
1. Purpose. To establish the Outstanding Enlisted Aide of the
Year Program and provide eligibility criteria and nomination
procedures. This instruction is a complete revision and should
be reviewed in its entirety. Major revisions include:
a. Changes the name of the program coordinator from Navy
Personnel Command (NAVPERSCOM) Enlisted Community Manager (PERS-
44ES2), to Flag Chef Program Manager (PERS-44ES2).
b. Changes due date when Outstanding Enlisted Aide of the
Year packages are due to PERS-44ES2 from 10 October to 1 October
to allow adequate time for selection of the Navy Outstanding
Enlisted Aide of the Year Program prior to the Department of
Defense Outstanding Enlisted Aide of the Year Program
competition, which is normally between 15 October and 1
November.
c. Clarifies who signs the Outstanding Enlisted Aide of the
Year award.
2. Cancellation. OPNAVINST 1650.30.
3. Applicability. This instruction applies to all active duty
culinary specialists assigned as enlisted aides in pay grades E-
5 through E-8 in the Department of the Navy. Period of
eligibility is the fiscal year (FY) prior to submission (i.e.,
if the submission date is October 2015, the period of
eligibility is FY-15 (1 October 2014 through 30 September
2015)). Reporting flag officers are encouraged to submit only
the most qualified Sailors for this award. This program should
