Purpose.
Per
references

this
instruction
implements
policy
and
assigns
responsibilities
for
providing
Department
of
Defense
(000)

orale,
Welfare,
a nd
Rec

eation
(
MWR)
programs
on
U.
S.
Navy
installations.
MWR
programs
are
v
ital
to
mission
readiness
and
a
critical
part
of
the
non-pay
compensation
system.
They
promote
positive,
healthy
lifestyles;
support
mi
l
itary
readiness
and
mission
accomplishment
through
physical
fitness,
camaraderie
,
and
unit
co
h
esion
;
provide
support
and
services
for
military
personnel,
family
well-being,
and
quality
of
life
(QOL);
and
enhance
force
retention.

supplements
the
existing

establishes
cognizanc

policy,
overall
coordination,
and
execution

MWR
programs
