1. Purpose. Per reference (a):
a. To establish policy and assign responsibilities for the
implementation of reference (b), chapter 33, and reference (c).
b. To provide the Service guidance directed by references
(a) and (b) regarding policy on the use of supplemental
educational assistance (hereafter referred to as “kickers”) and
for the transfer of unused educational benefits.
c. To serve as the master reference list for the applicable
laws and Department of Defense and Department of the Navy
policies and guidance pertaining to the Post-9/11 Government
Issue (GI) Bill.
