1. Purpose
a. To define the Navy’s Target Program roles and
responsibilities.
b. To establish new guidelines for target requirement
submissions, requirement validation and allocation processes.
c. This update provides a revised process to develop the
program objective memorandum, out year planning, and target
inventory management. This instruction is a complete revision
and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 3110.18T.
3. Scope and Applicability. This instruction is applicable to
all U.S. Navy activities requiring program of record (POR) or
resourced targets as required by references (a) and (b), and for
support to fleet training, test and evaluation (T&E), and
international programs per references (c) and (d).
