1. Purpose. To establish the policy for aircraft lifecycle management. Reference (a) designates
(OPNAV N98) as the manager for all Department of the Navy (DON) Inventory.
2. Cancellation. OPNAVINST 3110.11U.
3. Definitions. For the purpose of this instruction, the definitions outlined in reference (b) and
enclosure (2) apply.
4. Scope and Applicability. This instruction applies to all DON aircraft to include aircraft on
bailment, lease and loan; and includes Unmanned Aircraft Systems group 3, 4 and 5. Peacetime
Planning Factors contained in enclosure (3) are analytically based and periodically updated by
Commander, Fleet Readiness Center (COMFRC) and Fleet Support Team Headquarters (FST
HQ) sustainment maintenance department (formerly Air-6.7.1) for each Type/Model/Series
(T/M/S) aircraft.
5. General.
a. This instruction eliminates the use of Period End Date and directs all T/M/S to use the
term Fixed Induction Date (FID).
