1. Purpose. To issue the requirements and procedures applicable for obtaining clearances for
foreign naval vessels to any U.S. port, as defined in subparagraphs 5a and 5b; and foreign public
vessels seeking entry into U.S. naval installations or into Naval Defensive Sea Areas as defined
per reference (a). Also, to provide guidance to U.S. Navy commands in matters concerning these
visits. This instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 3128.10G.
3. Scope and Applicability. This instruction sets forth port clearance requirements and
procedures applicable to foreign naval vessels and foreign public vessels as stated in paragraph
1.
4. Clearance Requirements. Clearance requirements do not apply to the vessels outlined in
subparagraphs 4a through 4d of this instruction.
