1. Purpose.
a. Based on requirements in references (a) through (n), required operational capability for
protection (ROC-P) levels have been established to support mission assurance (MA), emergency
management (EM), force protection (FP), antiterrorism (AT), physical security (PS), law
enforcement (LE) and other protection responsibilities for Navy installations, activities and
military and civilian personnel.
b. Major changes in this revision include:
