Synchronization – A Local Coordination Process
1. Purpose
a. To issue guidance for U.S. Navy support to military
information support operations (MISO) in compliance with
references (a) through (c).
b. This revision provides updated terminology, concepts,
and guidance for MISO (formerly psychological operations). Per
reference (a), MISO consists of planned operations to convey
selected information and indicators to foreign audiences to
influence their emotions, motives, objective reasoning, and
ultimately the behavior of foreign governments, organizations,
groups, and individuals in a manner favorable to the
originator’s objectives.
2. Cancellation. OPNAVINST 3434.1.
3. Responsibilities
a. The Chief of Naval Operations (CNO) shall advise the
Chairman of the Joint Chiefs of Staff concerning U.S. Navy
support to joint MISO matters.
b. The Deputy CNO for Information Dominance (N2/N6) shall:
(1) Develop Navy MISO policy and strategy and coordinate
with the Joint Staff (JS).
