1. Purpose. To issue the required operational capabilities
(ROC) and the projected operational environment (POE) for the
HENRY J. KAISER (T-AO 187) Class Fleet Replenishment Oiler.
This instruction is a complete revision and should be reviewed
in its entirety. Significant changes include incorporating
Electronic Warfare (EW), Force Health Protection (FHP) and
Information Operations (IO) as separate mission areas and adding
additional required capabilities from the Strategic Sealift
(STS) mission area.
2. Cancellation. OPNAVINST 3501.155B.
3. Discussion. Enclosures (1) and (2) provide the necessary
details to describe the mission areas and operational
capabilities for which the HENRY J. KAISER (T-AO 187) Class
Fleet Replenishment Oiler was designed and organized as required
by reference (a). This instruction provides resourcing agencies
information concerning T-AO 187 Class mission requirements,
capabilities and the types and locations of expected operations.
Together, the ROC and POE establish tasking which produces a
measurable workload used to compute manpower requirements.
Enclosure (2) should be utilized in determining required
operational capabilities within each primary and secondary
mission area. Primary mission area readiness ratings
(M-Ratings) should be reported utilizing the Defense Readiness
Reporting System-Navy per reference (b).
