Countermeasures Ships
1. Purpose. To issue the required operational capabilities (ROC) and the projected operational
environment (POE) for Avenger class mine countermeasures ships (MCM 1). This instruction
has been revised to include multiple changes to primary and secondary warfare mission area
ROC as a result of upgraded mine hunting and mine neutralization systems. This instruction is a
complete revision and should be read in its entirety.
2. Cancellation. OPNAVINST 3501.164D.
3. Scope and Applicability. The provisions of this instruction are applicable throughout the
U.S. Navy, in particular units who operate, utilize and manage the MCM 1 Avenger class ship.
4. Discussion. Enclosures (1) and (2) have been prepared per reference (a). The ROC and POE
provide necessary details to describe the mission areas, environment, and operational capabilities
for which MCM 1 class was designed and organized. This instruction provides resource
agencies with information concerning MCM 1 class mission requirements, capabilities and types
and locations of expected operations. Together, the ROC and POE establish tasking which
produces measurable workload used to compute manpower requirements for ship manpower
documents (SMD). Enclosure (2) will be used to determine specific mission area M-ratings
reported under reference (b).
5. Action. Request fleet commanders and naval mine and antisubmarine warfare command
periodically review enclosures (1) and (2) and recommend changes to OPNAV (Attention:
Branch Head, Mine Warfare (N952)) when capability of the MCM 1 class is significantly
altered. Change recommendations should include comments on the expected SMD impact. No
substantive changes required for this instruction.
