Requirements
1. Purpose
a. To outline and provide required policies, procedures,
and responsibilities to ensure that reporting of fleet readiness
is accurate, timely, and consistent across reporting entities
and receiving organizations.
b. Navy commanders provide readiness information for the
Chief of Naval Operations, the Secretary of the Navy (SECNAV),
combatant commanders (CCDR), Joint Staff, Office of the
Secretary of Defense, other government agencies, and Congress as
required by law, policy, and regulation. Readiness information
is also provided in the form of responses to ad hoc taskers
originating from multiple sources. Without adequate
coordination and communication, the possibility of inconsistent
or inaccurate information being reported is increased. Although
much of Navy reporting to higher level authorities is executed
by the Office of the Chief of Naval Operations (OPNAV), echelon
2 commanders with assigned fleet operating forces may have
parallel reporting requirements to CCDRs or other joint force
providers. Fleet commanders also have a unique perspective and
visibility of readiness issues that are not always apparent at
the echelon 1 level. This instruction is intended to ensure
accurate reporting, consistency in parallel reporting, and OPNAV
reporting that is fully informed by fleet commanders’
perspectives.
