(3) Required Operational Capabilities
1. Purpose. This instruction publishes the operational mission
areas, the projected operational environment (POE), and the
required operational capabilities (ROC) for Navy Expeditionary
Combat Forces Central (NECFC) Commander, Task Force Five Six
Forces (CTF56).
2. Discussion. Enclosures (1) through (3) have been prepared
pursuant to reference (a). Enclosures (1) through (3) must also
be used to assist with determining specific mission area M-
ratings reported under reference (b). This instruction provides
resource agencies information describing NECFC mission
requirements, capabilities and the types and locations of
operational employment. Together, the ROC and POE establish
tasking which produces a measurable workload to compute
personnel requirements for activity manpower documents.
3. Action. Commander, Navy Expeditionary Combat Command
(COMNAVEXPDCMBTCOM) will periodically review enclosures (1)
through (3) and recommend changes to the Chief of Naval
Operations
