Unit
1. Purpose. To issue required operational capabilities (ROC) and the projected operational
environment for the role 2 enhanced (2E) Expeditionary Medical Unit (EMU) per references (a)
through (g).
2. Background. The EMU provides medical capabilities and role 2E forward resuscitative care
capability aboard and expeditionary fast transport (T-EPF) flight two vessel and at shore-based
role 2E facilities.
3. Scope and Applicability. Per reference (a), enclosures (1) and (2) define EMU mission areas,
operational capabilities and employment environments. This instruction supports manpower
planning and readiness reporting criteria definition. Force development, force generation and
force employment activities for the EMU should follow reference (e). Reference (f) should be
followed for all readiness reporting of the EMU.
4. Action. Fleet commanders are requested to periodically review enclosures (1) and (2) and
recommend changes through appropriate administrative chain of command to Director, Medical
Systems Integration and Combat Survivability (OPNAV N4L4) when mission or capabilities of
the EMU are significantly altered. Change recommendations should include comments on the
expected fleet manning document and activity manning document impact.
