Purpose.
To
issue
Navy
staff
policy
and
responsibilities
for
the
implementation
of
Pandemic
Influenza
(PI)
planning
per
references
(a)
through
(f).
2.
Applicability.
This
directive
applies
to
the
Offices
of
the
Chief
of
Naval
Operations
(OPNAV).
3.
Background.
The
World
Health
Organization
(WHO)
highlights
PI
as
one
of
the
top
twenty
major
health
concerns
for
the
world
today.
a.
Reference
(a)
outlines
how
the
U.S.
Government
(USG)
intends
to
prepare,
detect,
and
respond
to
a
pandemic.
It
also
identifies
the
important
roles
to
be
played
not
only
by
the
Federal
Government,
but
also
by
State
and
local
governments,
private
industry,
our
international
partners,
and,
most
importantly,
individual
citizens.

Reference

directs
the
Department
to
prepare
for,
detect,
respond

and

the
