1. Purpose. To issue Navy staff policy and responsibilities for the implementation of pandemic
influenza (PI) planning, per references (a) through (e). Changes to this instruction include
updates to force health protection personal hygiene and personnel protective equipment
requirements. In addition, this Office of the Chief of Naval Operations (OPNAV) staff
instruction supersedes an OPNAV command headquarters instruction. This instruction is a
complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 3510.16.
3. Applicability. This directive applies to the OPNAV staff personnel.
4. Background. The World Health Organization (WHO) highlights PI as one of the top 20
major health concerns for the world today.
a. Reference (a) outlines how the U.S. Government intends to prepare, detect, and respond
to a pandemic. It also identifies the important roles to be played not only by the Federal
Government, but also by State and local governments, private industry, U.S. international
partners, and, most importantly, individual citizens.
