Subj: NAVAL AIR TRAINING AND OPERATING PROCEDURES
STANDARDIZATION PROGRAM

1. Purpose
a. To establish the Naval Air Training and Operating
Procedures Standardization (NATOPS) Program, and to implement
and authorize the Chief of Naval Operations policy and
procedural guidance of this instruction, via reference (a).
b. Major changes to this draft include moving specific
policy guidelines for the NATOPS Program to reference (a). This
is a complete revision and must be reviewed in its entirety.
2. Cancellation. OPNAVINST 3710.7U.
3. Applicability. NATOPS Program policy applies to all U.S.
Navy and U.S. Marine Corps personnel who operate or support the
flight operations of both manned and unmanned naval aircraft.
It also applies to civilian, contractor and other-Service
personnel who operate naval aircraft, or provide or utilize
naval aviation services and resources, including NATOPS products
and publications.
4. Background. Reference (a) details the policies and
procedures in support of this instruction which is applicable to
all NATOPS users, and it prescribes general flight and operating
instructions and procedures pertinent to the operation of all
naval aircraft and related activities.
