COMMUNITY ENLISTED PERSONNEL TO ATTEND THE NATIONAL
INTELLIGENCE UNIVERSITY

1. Purpose
a. To amplify reference (a) with respect to the obligated service requirement for Information
Warfare Community (IWC) enlisted personnel who attend the National Intelligence University
(NIU).
b. Changes to this instruction include updates to graduate and undergraduate service
obligations as well as expanding eligibility to include all IWC enlisted personnel. This
instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. OPNAVINST 3870.6.
3. Discussion. NIU is a dynamic learning institution authorized by Congress to provide
education for all Military Services and civilian intelligence community personnel. NIU
programs of study will lead to a Master of Science of Strategic Intelligence (MSSI), Master of
Science and Technology in Intelligence (MSTI) degree, or a Bachelor of Science in Intelligence
(BSI) degree.
4. Eligibility. Per reference (b) (http://www.ni-u.edu), MSSI and MSTI applicants must possess
a baccalaureate degree from a regionally accredited institution and a competitive score for the
Graduate Record Examination (GRE). BSI applicants must have completed a minimum of 80
semester hours of undergraduate work, with at least 20 hours in upper division (300 to 400 level)
classes, and a minimum of 30 hours earned through a regionally accredited college.
Additionally, completed undergraduate coursework must also include, 9 hours in communication
skills, 6 hours in English composition, 12 hours in mathematics and science, (3 of which must be
earned in mathematics), and 15 hours in humanities, social sciences, or fine arts.
a. Grade. All enlisted active duty and reserve personnel in the IWC, E-1 through E-9, are
eligible to apply.
