1. Purpose. To transmit pages 2, 6 and 9, which clarify roles, responsibilities and authorities for
table of allowance (TOA) changes and timeframe for required review of TOAs.
2. Action. Remove pages 2, 6 and 9 from the basic instruction and replace with enclosures (1),
(2) and (3), respectively. COMNAVFACENGCOM will update NAVFACINST 4423.1J within
360 days of the date of this change.
3. Records Management.
a. Records created as a result of this instruction, regardless of format or media, must be
maintained and dispositioned per the records disposition schedules located on the Department of
the Navy (DON) Assistant for Administration, Directives and Records Management Division
portal page at https://portal.secnav.navy.mil/orgs/DUSNM/DONAA/DRM/Records-and-
Information-Management/Approved%20Record%20Schedules/Forms/AllItems.aspx.
b. For questions concerning the management of records related to this instruction or the
records disposition schedules, please contact the local records manager or the OPNAV Records
Management Program (DNS-16).
4. Information Management Control. OPNAV RCS-6 has been assigned to the data collection
contained in paragraph 7d(3)(d).
