1. Purpose. To implement the Department of Defense (DoD) government air transportation
eligibility policy within the Navy. This revision expands and clarifies responsibilities for the
Commanding Officer (CO), Naval Station Guantanamo, Bay Cuba related to Category VI Space
Available (Space-A) travel. This instruction is a complete revision and should be reviewed in
its entirety.
2. Cancellation. OPNAVINST 4630.25D.
3. Background. The Chief of Naval Operations (CNO) has the authority to review and approve
government air travel requests. This authority may be further delegated, in writing, to echelon 2
commanders per reference (a).
a. Category VI Space-A travel is a privilege granted to individuals and must not be
considered an entitlement. Per National Security Decision Directive 280 and National Security
Directive 28, DoD components will use the transportation services of U.S. commercial sources to
the maximum extent practicable.
b. Commercial sources are all non-government transportation service providers offering
services. Commercial scheduled service applies to seats purchased on a regularly scheduled
commercial airline, including but not limited to, flights operating under the U.S. Department of
Transportation 380 Public Charter Program.
4. Responsibilities
a. The Office of the Chief of Naval Operations, Logistics Programs and Business
Operations Division (OPNAV N41) is the central point of contact for government air
transportation eligibility.
b. Commander, U.S. Fleet Forces Command; Commander, U.S. Pacific Fleet; Chief, Naval
Education and Training; and Commander, Navy Reserve Forces are delegated authority to
