SHIPS EXERCISE USE

1. Purpose.
a. To revise policy for exercise use of Maritime Pre-positioning Ships (MPS) and to identify
the major factors unique to these ships that must be addressed when planning and budgeting for
their use in exercises.
b. This revision removes the detailed description of the administrative structure and
operation of Maritime Pre-positioning Force vessels.

3. Scope and Applicability. The Maritime Pre-positioning Force program consists of various
types of MPS and Maritime Pre-positioning Force vessels organized under MPS squadrons.
Military Sealift Command (MSC) provides administrative control and life cycle management of
all ships in the Maritime Pre-positioning Force under the Navy pre-positioning program.
4. Policy. Reference (a) contains guidelines for exercising MPS. The MPS are under the
combatant command of the respective geographic combatant commanders and the operational
control of the naval component or fleet commander. Each squadron is assigned administratively
to MSC, who carries out the respective type commander’s responsibility for the fleet commander
to ensure the MPS are ready for contingencies at all times. Each MPS squadron’s staff and
assigned ships participate in fleet or Joint Chiefs of Staff or both, exercises on an annual basis to
maintain Maritime Pre-positioning Force Fleet readiness.
5. Action. Fleet commanders will determine the extent to which the MPS will be exercised
within the funding provided in the program objective memorandum and budget by Director,
Strategic Mobility and Combat Logistics Division (OPNAV N4L2) and Director, Expeditionary
Warfare Division (OPNAV N95). Fleet commanders will plan and budget accordingly, to
