1. Purpose.
a. To provide policy and administrative procedures for the management of Department of
the Navy (DON) airlift assets and procedures and information for requesting, scheduling and
reporting airlift missions as outlined in enclosures (1) through (5). Major changes in this
document include a requirement for all unit level aerial logistical movement are required to
submit an airlift request to the appropriate scheduling authority prior to pursuing commercial,
other Service or Joint transportation options. This instruction is a complete revision and should
be reviewed in its entirety.

4. Scope and Applicability. This policy is applicable to all transport and utility type aircraft,
including the following DON T/M/S: C-12, C-20, C-26, C-37, C-40 and C-130, except where
specific provisions exclude, as indicated herein.
