1. Purpose. Per reference (a), to establish a flag-level
surface and expeditionary warfare maintenance and modernization
committee; to provide procedures to identify maintenance and
modernization requirements and develop plans and programs to
satisfy those requirements; and to establish a process to
prioritize, program, and resource an integrated effective
surface and expeditionary warfare maintenance and modernization
plan.
2. Applicability. This instruction is applicable to all
surface and expeditionary ship maintenance and modernization
requirements with the exception of nuclear-powered surface
ships.
3. Discussion. Close coordination is required among fleet
commanders; surface and Navy expeditionary type commanders
(TYCOM); Commander, Naval Sea Systems Command (COMNAVSEASYSCOM);
Space and Naval Warfare Systems Command (SPAWARSYSCOM); program
executive offices (PEO); and the Office of the Chief of Naval
Operations (OPNAV) staff to develop, program, and annually
update an OPNAV approved surface and expeditionary warfare
maintenance and modernization plan. This plan supports
Commander, United States Fleet Forces Command (COMUSFLTFORCOM)
and Commander, United States Pacific Fleet (COMPACFLT) readiness
requirements while balancing force structure and capability
requirements. This coordination is best accomplished through a
standing committee of knowledgeable and accountable
representatives who actively participate in the development and
assessment of maintenance and modernization requirements and
resourcing solutions.
