1. Purpose. To transmit new pages 5, 14, 17 and page 2 of enclosure 1 of the basic instruction
to clarify the President, Board of Inspection and Survey responsibilities at preliminary
acceptance concerning fleet introduction, to change when final contract trials are generally
conducted for new construction ships and to clarify the status of non-nuclear ships from
preliminary acceptance through commissioning. These changes are necessary to correct errors
that were included in the final signed document.
2. Action. Remove the pages of the basic instruction identified in paragraph 1 of this change
transmittal and insert enclosures (1) through (4).
3. Records Management. Records created as a result of this change transmittal, regardless of
media or format, must be managed per Secretary of the Navy Manual 5210.1 of January 2012.
