Purpose.
To
assign
responsibilities
for
the
operations,
policy,
overall
coordination
and
execution
of
Housing
(Family
and
Bachelor)
and
Lodging
Programs
within
the
Navy
to
the
Commander,
Navy
Installations
Command
(CNIC).

Cancellation.

Scope.
Responsibilities
for
providing
and
administering
Navy
Housing
and
Lodging
and
related
programs
are
here
assigned.
This
instruction
applies
to
all
Housing
and
Lodging
facilities
and
programs
that
the
Chief
of
Naval
Operations
(CNO)
administers
and
controls
solely
or
with
a
partner
as
in
public
private
venture
(PPV)
initiatives.
This
instruction
applies
to
Housing
and
Lodging
Programs
administered
and
operated
by
the
Navy
including:
a.
Navy
Regions
and
installations
worldwide
that
operate
and/or
administer
Housing
Programs
for
military
members,
their
families
and
eligible
civilians.
This
includes:
(1)
Navy
owned
Family
Housing.
(2)
Permanent
Party
Bachelor
Housing.
(3)
Dormitories.
(4)
Housing
Leasing
Policy.
(5)
Privatized
Housing.
