1. Purpose
a. To provide policies and procedures per references (a) through (f) to govern the operation,
resourcing, and management of the visiting flag quarters at the Washington Navy Yard.
b. This instruction expands some visiting flag quarters’ funding sources to allow
appropriated funds (APF) or nonappropriated funds (NAF) in appropriate situations and includes
Medal of Honor recipients in the priority ranking. This instruction is a complete revision and
should be reviewed in its entirety.
2. Cancellation. OPNAVINST 5050.33.
3. Applicability. This instruction applies to the Navy’s visiting flag quarters operated by the
Commandant, Naval District Washington (COMNAVDIST WASHINGTON).
4. Background
a. The visiting flag quarters serves as Chief of Naval Operations (CNO) guest quarters on
the Washington Navy Yard. As such, the visiting flag quarters provides temporary
accommodations for Navy and Marine Corps flag and general officers, flag rank selectees, and
foreign equivalent counterparts to the CNO or Commandant of the Marine Corps (CMC) who
visit the National Capital Region on official business.
