Subj: FULL HONORS CEREMONIES FOR CHIEF OF NAVAL OPERATIONS
COUNTERPARTS
1. Purpose. To advise flag-level tenant commands at the
Washington Navy Yard, DC, of their responsibility to provide
audience support for full honors ceremonies for the Chief of
Naval Operations’ (CNO) foreign counterparts on a rotational
basis.
2. Background
a. The CNO occasionally invites counterparts to visit
installations and activities in the United States. During these
visits, a full honors ceremony is held at either Admiral Leutze
Park or the Navy Museum on the Washington Navy Yard.
Traditionally, ceremony guests have included the spouse,
visiting staff, embassy representatives, Office of the Chief of
Naval Operations (OPNAV) leadership, and Navy Junior Reserve
Officer Training Corps students from local schools. Each
ceremony is a historic event and demonstrates the commitment,
pride, and respect of the Nation and the Navy to friends and
allies.
b. The ceremonies are typically scheduled several months in
advance to alleviate scheduling conflicts. They usually begin
at 0900 (with guests seated by 0840) and last approximately 30
minutes. During the ceremony, the attending flag-level tenant
command will be recognized.
3. Rotation. The flag-level tenant commands, in order of
rotation, are:
a. Naval District Washington (NDW)
b. Naval Inspector General (with OPNAV support)
c. Naval Sea Systems Command
