1. Purpose. Per the statutory provisions in reference (a) and policy in references (b), (c) and
(d), this instruction assigns roles and responsibilities for requirements management certification
training (RMCT) and implements the requirements management (RM) continuing training
program to properly pace education with the Planning, Programming, Budget and Execution
(PPBE) process and to ensure consistent, efficient response to fleet warfighting inputs.
2. Applicability. The provisions of this instruction are applicable to military and government
civilians on the staff of the Office of the Chief of Naval Operations (OPNAV) who have
responsibilities in RM or requirements development.
3. Background. Establishing an RM community builds the foundation for developing the
needed cadre of requirements experts to work in concert with the acquisition corps and financial
management communities. The core competencies needed to build RM expertise are described
in enclosure (1). All three communities are needed to affordably procure the right capabilities at
