Subj: NAVY EXECUTIVE THREE STAR FORUM AND OPNAV ENGINE ROOM

1. Purpose. Using authority provided in reference (a), establish the OPNAV Engine Room and
the Navy Executive 3 Star Forum to manage all OPNAV Navy Corporate Forum (NCF) decision
and information briefs for the Chief of Naval Operations (CNO) and Vice Chief of Naval
Operations (VCNO).
2. Scope and Applicability. All Navy Corporate Forum decision and information topics
convened by Echelon I and chaired by the CNO or VCNO as indicated in enclosure (2),
subparagraph 1a.
3. Background. Reference (a) establishes the mission, functions and tasks of the OPNAV Staff
and designates the Director of Navy Staff (DNS) with the authority to supervise, coordinate,
support and administer work of OPNAV. In this role Director, Navy Staff (DNS) provides the
CNO and VCNO with executive decision support and coordinates decision and information
support topics for brief, venues, schedules and attendees; record and disseminate decisions; and
record, assign and track tasks and responses for all executive decision forums.
4. Discussion. In order to ensure 4 Star executive leaders are focused on the highest priority
issues facing the Navy, an integrated governance process utilizing a Navy Executive 3 Star
Forum (NE3F) and an OPNAV Engine Room (ER) will identify, prioritize and schedule critical
and time-sensitive executive level decision and information topics to present in an organized and
succinct manor to support CNO and VCNO decision-making as indicated in enclosure (1) -
Overview of the Navy Corporate Forums Governance Process and requires the use of document
templates found in enclosure (2) subparagraphs 1c through 1h.
5. Availability and Access
a. The listing of documents and templates listed in enclosure (2) are maintained by DNS,
Director of Operations (DNS-3), Engine Room Branch (DNS-3X) and are available for use to
personnel throughout the Navy via Flank Speed Share Point site at :
