1. Purpose. Per reference (a), Enterprise Task Management Solution System (ETMS2) is the
authoritative correspondence and task management system for the Department of the Navy and
provides general guidance for consistent usage. Any packages being routed to Director, Navy
Staff (DNS), Vice Chief of Naval Operations (VCNO), Chief of Naval Operations (CNO) and
Secretary of the Navy (SECNAV) are required to be entered and tracked in ETMS2. All
correspondence will be formatted and submitted per references (b) through (i).
2. Cancellation. OPNAVINST 5221.1 Navy Taskers Business Rules.
3. Scope and Applicability. This instruction applies to OPNAV, OPNAV tenant commands
previously utilizing Department of the Navy (DON) Tracker for task management and DON
congressional users previously utilizing Congressional Information Management System
(CIMS).
4. Responsibilities.
