1. Purpose.
a. To issue policy and procedures for the Admiral Stan Arthur Awards for Logistics and
Sustainment Excellence.
b. Major changes to this instruction include clarifying command submission requirements,
administrative corrections and the renaming of this instruction. This instruction is a complete
revision and should be reviewed in its entirety.

3. Background.
a. Admiral Stanley R. Arthur was born in San Diego, California. He entered the U.S. Navy
through the Naval Reserve Officer Training Corps program and was commissioned in June 1957.
He became a naval aviator in 1958 and later completed over 500 combat missions in the A-4
Skyhawk. Admiral Arthur earned an Aeronautical Engineering degree at the Naval Postgraduate
School and a Master of Science in Administration degree from George Washington University.
b. During his distinguished career, Admiral Arthur served on the staff of the Commander in
Chief, Pacific Fleet; as Assistant Chief of Staff for Plans and Policy with additional duty as
Commander, Rapid Deployment Naval Forces and U.S. Naval Forces Central Command; as
Commander, Carrier Group SEVEN; as Director, Aviation Plans and Requirements Division
(now Director, Air Warfare (OPNAV N98)) and as Director, General Planning and Programming
