Standard
Operating
Procedures
1.
Purpose.
To
augment
reference
(a )
to
ensure
the
Office
of
the
Chief
of
Naval
Operations
(OPNAV)
staff
urinalysis
program
is
executed
in
an
efficient,
effective,
and
consistent
manner
across
the
OPNAV
staff.
2 .
Background.
Reference
(a)
is
Navywide
policy
for
Navy
alco
hol
and
drug
abuse
prevention
and
control.
Gui
dan
ce
contained
herein
shall
not
be
construed
in
a
manner
inconsistent
with
reference
(a)
.
3.
Action
a.
Unless
otherwise
directed
by
the
Deputy
Director,
Navy
Staff
(DDNS)
,
eac
h
OPNAV
directorate
shall
maintain
a
minimum
of
one
OPNAV
urinalysis
program
coordinator
(U
PC)
and
two
alternate
urinalysis
program
coordinators
(AUPC)
(e.g.,
Director,
Navy
Staff
(DNS)
shall
hav
e
two
AUPCs,
Chief
of
Naval
Operations
for
In
forma
tio
n
Dominance
(CNO
N2/N6)
shal
l
have
two
AUPCs,
etc.)
b.
Conduct
of
the
OPNAV
urinalysis
program
becomes
the
primary
duty
of
the
UPC,
the
AUPCs,
and
the
observers
during
the
entire
period
of
a
designated
urinalysis
evo
luti
on
.
Enclosure
(1)
provides
a
Standard
Operating
Procedure
for
the
OPNAV
urinalysis
UPC
and
AUPC's.
c.
The
UPC
shall
ensure
availability
of
sufficient
AUPCs
to
ensure
the
ability
to
conduct
urinalyses
of
members
of
the
night
watch
section.
The
battle
watch
captain
shall
serve
as
the
point
of
contact
for
the
UPC
and
AUPC
to
facilitate
testing
of
personnel
assigned
to
the
night
watch
section.
