1. Purpose
. To update Department of the Navy (DON) policy and
responsibilities in accordance with references (a) through (h)
and
to ensure a comprehensive program of environmental
planning and stewardship consistent with, and in support of,
the readiness of the Naval Forces of the United States.
2. Cancellation. SECNAVINST 5090.6A.
3. Definition. For purposes of this instruction, the term
environmental planning means “to undertake a systematic
process to identify and assess the potential effects to the
human environment of a proposed action to allow for informed
decision-making.” Environmental planning documents are often
used as a vehicle to facilitate and demonstrate compliance
with a number of other environmental requirements, including
but not limited to those under the Clean Air Act, Clean Water
