1. Purpose. To establish procedures for the annual Department
of the Navy (DON) Acquisition Excellence Awards (AEA) Program.
The purpose of the DON AEA Program is to recognize those
individuals and teams who have made outstanding contributions in
promoting competition and innovation in the Navy and Marine
Corps acquisition process.
2. Cancellation. SECNAVINST 5305.5B.
3. Applicability. This instruction applies to acquisition
coded personnel within the Office of the Secretary of the Navy,
the Chief of Naval Operations, the Commandant of the Marine
Corps, and all U.S. Navy and U.S. Marine Corps installations,
commands, activities, field offices, and all other
organizational entities within the DON. Non-DON activities,
such as the Defense Logistics Agency and the Defense Contract
Management Agency, may nominate Navy and Marine Corps personnel
working in their organizations as long as those personnel
occupied a DON acquisition coded billet.
4. Policy
a. The DON AEA Program is established to further the
objectives of reference (a). Guidance will be issued annually
and shall: 1) list the awards categories, e.g., small business,
