1. Purpose. In accordance with references (a) through (v),
this instruction is designed to document and describe the duties
and responsibilities of, and relationships among, the Assistant
Secretary of the Navy for Research, Development & Acquisition
(ASN (RD&A)) and the Program Executive Officers (PEOs) and
Direct Reporting Program Managers (DRPMs), the Chief of Naval
Operations (CNO), the Commandant of the Marine Corps (CMC), the
Commanders of the Systems Commands (SYSCOMs), and the Chief of
Naval Research (CNR) for research and development, acquisition,
and associated life-cycle management and sustainment. This
