NAVY PURSUANT TO EXECUTIVE ORDER 12879 AND THE FEDERAL
VACANCIES REFORM ACT OF 1998

1. Purpose. To delineate the order of succession to the duties
of the Secretary of the Navy (SECNAV) as specified by enclosure
(1).
2. Cancellation. SECNAVINST 5402.8F.
3. Applicability. This instruction applies to the Office of
the SECNAV, the Chief of Naval Operations (CNO), the Commandant
of the Marine Corps (CMC), and all U.S. Navy, U.S. Marine Corps
installations, commands, activities, field offices, and all
other organizational entities within the Department of the Navy
(DON).
4. Policy. SECNAV Order of Succession. In the event of the
death, permanent disability, or resignation of the SECNAV, the
incumbents holding the positions designated in enclosure (1), in
the order indicated, shall act for and exercise the powers of
the SECNAV.
5. Responsibilities. The Assistant Secretary of the Navy
(Research, Development and Acquisition), Assistant Secretary of
the Navy (Financial Management and Comptroller), Assistant
Secretary of the Navy (Energy, Installations and Environment),
Assistant Secretary of the Navy (Manpower and Reserve Affairs),
General Counsel of the Navy, CNO, and CMC shall be fully
familiar with the order of succession to the position of the
SECNAV.
