RESERVE POLICY BOARD

1. Purpose. To prescribe policies and procedures for the
administration of the National Navy Reserve Policy Board (NNRPB)
and Marine Corps Reserve Policy Board (MCRPB) and delegate
authority and responsibility to the Assistant Secretary of the
Navy (Manpower & Reserve Affairs) (ASN (M&RA)) for execution of
reference (a), sections 10303 and 10304 requirements.
2. Cancellation. SECNAVINST 5420.170L.
3. Applicability. This instruction applies to the Office of
the Secretary of the Navy (SECNAV), the Chief of Naval
Operations (CNO), the Commandant of the Marine Corps (CMC), and
all other organizational entities within the Department of the
Navy (DON).
4. Policy. The NNRPB and MCRPB are established by sections
10303 and 10304 of reference (a), to "consider, recommend, and
report to the SECNAV on reserve policy matters."
5. Responsibilities. The NNRPB and MCRPB consider and make
recommendations to the SECNAV on reserve policy matters. Any
DON activity or individual member may submit items for
consideration by their respective policy board. ASN (M&RA) is
designated and will act on behalf of the SECNAV to ensure proper
execution of related reference (a) responsibilities. The ASN
(M&RA) will keep SECNAV informed of key issues and concerns as
necessary.
